I recalled tiro sevious meetinga with Dennis at Bot Springa and Atlantic City and assured his that ha and nis felloa countrymen were welcome and that wa ware happy to have thate visit the Department. I explained that wa ware fully of Liberia's needa in the fielda of economic develogment and also her nead for military guidance in orgmining and training a forca for internal security. Nr. Dennis said that his Government, in collaboration with the United States Economic and Public Health Vissions to Liberia, had devoted careful attention to the loan ap, lications which have been presented to the Exporte Import Banke He exprossed the opinion that thase applications, covering roads, a hydroelscirio project and water and sowage systema for the oity of Monrovia, reflect a vary sound apprasch to Liberia's need to forga ahead acononically in ordez not to fall too far behind the prograas wich is develoging in the Franch and Brition tarritories neighboring Liberia. Ne pointed out that these are recipients of ECA aid for which Liberia doea not qualify.
