Wainhouse 5 "NATIONAL ARCHIVES AND RECORDS SERVICE** u. s, GOVERNMENT PRINTING OFFICE 16-61120-1 By arrangement made at Mr. Dulles' request, the Secretary called Mr. Dulles at the Mission in New York last night at 10 p'clock. As it was indicated that Mr. Dulles would vant to discuss the composition of the Poace Observation Commission under the Action for Peace Resolu- tion, the Secrotary asiced that I be present to brief him beforo the call. After listening to a fairly long explanation by Mr. Dulles on the telephone, the Secretary told Nr. Dulles with respect to the Pence Observation Commission that it vas the firm vios of the Department that it would be undesirable for the great powers to be members of the Commission. He said that the reasons for this had already been come mmicated to the Delegation. The Secretary said that he thought that we should reiterate this view in discussion with the sponsoring povers and, if the apportunity offered, it should be stated again in Committee discussion. He recognized that we could not be obstinnte on this point if strong majority sentiment had crystallized in favor of having the great povers on the Commission. Subject to the foregoing renarks, he left to Mr. Dulles* discretion the matter of tactica to be followed with the sponsoring powors and in the Committes, reiterating that our position on this question should be made clear. So for as I could tell from listening to the convorsation, there was no discussion of the question of any other membero of the Commission. DECLASSIFIED Ir. Dulles E.
