Memorandum for Mr. Matthews:
Before the Cabinet meeting this morning I handed to
General Marsha,ll the original of the attached memorandum,
together with the telegram from Heath, and discussed the
matter with him briefly.
The General informed me that he had already instructed
the military establishment to review the matter of the 15
bombers in an effort to get them to Indo China, He said
that he would immediately have the telegram analyzed and
see what could be done about expediting all the material
asked for.
