MEMORANDUM OF CONVERSATION WITH THE PRESIDENT
Item 1. Execution of German War Criminals
I informed the President of the action which I proposed
to take, saying that I did not wish him to assume responsibility
in the matter but that he should know about it and that he
could instruct me to the contrary if he thought that desirable.
The President thought that the action proposed was correct.
I have initialed the telegram.
