MEETING WITH THE PRESIDENT
Item.l. Agent General for Korean Relief
I mentioned to the President that Secretary General Trygve
Lie was looking for a person to fill the position of Agent General
of the United Nations Korean Reconstruction Agency, saying that
Senators Sparkman and Lodge believed it would be desirable
to have an American named to this position in view of the fact
a large percentage of the funds would have to be provided by the
United States. I told the President that in this connection the
names of Mr. Gordon Clapp of the Tennessee Valley Authority
and Mr. Phillip Reed of General Electric had bedn suggested
to me as possible names which we might suggest. to Mr. Lie.
The resident said that if it were absolutely necessary he
would be prepared to release Mr. Clapp, but he hoped we would
exhaust other possibilities first. He thought that Mr. Clapp was
eminently suited to his position at the TVA and he spoke of the
importance of developments in the field of that authority which
would take place under the enlarged war production program.
I therefore said to the President that we would not suggest
Mr. Clapp to Mr. Lie without further discussion with him. The
President has no objection to our suggesting Mr. Reed, but
thought that we should satisfy ourselves that Mr. Reed could
handle this particular type of assignment. I suggested to the
President also the name of Senator Thomas of Utah. He thought
this deserved consideration and said that if we thought well of it
on further reflection we would have his approval.
