Before the Secretary's departure for the Hill this
morning Mr. McFall and Mr. Barrett saw him for a moment.
Mr. McFall said that he had a call from Mr. William Foster
of ECA in which Mr. Foster said that Senator Chavez would
introduce at noon today a bill which would remove the Voice
of America and Point IV from the State Department and place
them under ECA. Mr. Barrett and Mr. McFall wanted the
Secrétary to call the Senator and ask him to hold up introduction
of this bill until the Secretary had la schance to discuss it with
him.
The Senator said that he would like very much to
discuss it with Mr. Acheson and the two arranged to have
lunch together at 12:30 tomorrow.
Mr. Acheson wants to be thoroughly briefed on the
issues involved in this and particularly on what he should
say to Senator Chavez. There are several areas of the
Department involved in this matter. Can someone pull
together as soon as possible the necessary information so
that the Secretayy may be thoroughly briefed before his
luncheon tomorrow.
