The Honorable Johan Albert Nykopp, newly appointed Minister of
Finland, called on me today at 3:00 p.m. to present copies of his
credentials and to request an appointment with the President.
Mr. Nykopp stated that he felt greatly honored at being named
as the representative of his country in Washington, and declared his
intention of working to maintain friendly relations with our Govern-
ment, to which his country already owed so much gratitude.
I welcomed the Minister to Washington and said that he could
count upon our continued friendship and the sympathetic consideration
by the American Government of all matters which might come up during
his incumbency here.
The Minister made a few friendly observations and reiterated his
pleasure at coming to his new post here.
