GOVERNMENT PRINTING OFFICE 16-61120-1 The foregoing members of the Foreign Affairs Committees of the upper and lower Houses of the Japanese Diet paid a courtesy call on me this afternoon at 2:30. After an exchange of the usual pleasantries and a formal expression of appreciation by Mr. Ohmura of my role in the San Francisco Peace Conference, Mr. Sasaki ex- pressod the interest and concern of the Japanese over the question of the Ryukyus, Habonai and Shikotan. In reply, I stated that Mr. Dulles and others in the Department were working on the former problem. Mr. Muto expressed the interest of the Japanese in the Administrative Agreement for the implementation of the Security Treaty and requested my views concerning the timing of negotiations between the United States and Japan of the Agreement. He specific- ally asked whether 1.t was my view that the Agreement should be negotiated before ratification of the Security Treaty by the U. s. Senate. In reply, Nr. Johnson stated that there were many complex problems to be rosolved in connection with the Agreement and that the U. S. Dovernment had not yet reached decisions on all of the questions. However, the U. S. Government was working most urgently on these questions in order that it would be in a position to enter into negotiations with the Japanese at the earliest possible moment and that in his personal view there was not necessarily any direct relationship between the timing of those negotiations and ratifica- tion of the Securi ty Treaty by the U.
