The Secretary took over to the White House today the attached
memorandum from Mr. Hickerson regarding the presidential
message on the immigration program and aid to Iron Curtain
refugees. He also took over the memorandum on the subject of
the Ambassador for Argentina.
The President suggested that these two memoranda be sent
down to him. We are to draft a short note to the President from
the Secretary attaching these two memos.
With regard to the memorandum on immigration, the
President thought that the ideas we have set forth made a great
deal of sense. The Secretary said he asked the President to
consider the matter with his staff, which the President will do.
