485 90 OFFICE OF THE SECRETARY ook FOP INFORMATION March 18, 1952 b MEMORANDUM OF TELEPHONE CALL the SERVICE" Participants: Mr. McCloy Mr. Acheson Mr. McCloy called the Secretary from Bonn this afternoon to say that he had telephoned Mr. Dunn in Paris and that Ambassador Dunn has said he would be glad to have him in Paris. Mr. McCloy said he wanted the Secretary to know that he was not pressing the situation, but he thought the discussions were most important and that he was very worried about them. Mr. McCloy said that Mr. Pleven and Mr. Schuman wanted to see him and that Adenauer also wanted to talk with him. Mr. McCloy said that Lewis had told him that the Secretary did not think Mr. McCloy should go to Paris. The Secretary said we had sent Mr. McCloy a telegram on the subject. Mr. McCloy said that he had no desire to horn in on the situation, but he did not feel that Perry Laukhuff could talk to Adenauer since he did not have Adenauer's confidence. Mr. McCloy added he was very nervous about the English position, and that he did not know if Laukhuff could stand up to Eden. Mr. McCloy asked the Secretary if he thought it unwise for him to go to Paris. He said he felt he had a great responsibility in Germany and he wanted to get word from the Secretary about going to Paris. The Secretary told Mr. McCloy that so far as negotiations with Eden, Schuman and Adenauer were concerned, Mr. Dunn would handle them, that Laukhuff would not be conferring directly with these men.
