The Secretary told me on his return from the White House
that he had spoken to the President about the trip to Brazil
and about the European trip for the signing of the German
Agreement and the EDC. The President approved both and
offered the Secretary the use of the Independence to go to
Brazil. In the event the European trip follows immediately
on the Brazil trip, the Secretary is authorized to take the
Independence on over to Europe.
