Ambassador Bonnet came in at the Secretary's request. The Secretary said
that he wished first to discuss with him the question of the pr eparation of a
reply to the Soviet note. He expressed the earnest hope that the French Govern-
ment could take steps to stop any official communications to the press concerning
the points which come up in the tripartite discussions. He referred to the
statements which had appeared from Paris and London. He told the Ambassador
that the Department was saying nothing on this subject and remarked that he had
cancelled his press conference this week thus avoiding any q testioning on the
matter. He hoped that the Ambassador wo uld impress upon Mr. Schuman his hope
that there would be no more speculation about differences of opinion since we
could not forever refuse to talk if officially inspired stories continued to
come out in Paris. He hoped in any case it would not be long before any dif-
ferences of opinion vanished.
The Secretary said the next point to consider was what we should do. He
proposed that we should start tomorrow in Washington a series of meetings with
Ambassador Bonnet and Ambassador Franks to coordinate the drafting of the note
as contemplated in the tripartite agreement reached in Paris on May 27. Since
Ambassador Bonnet had stated that he would be away for a few days the Secretary
hoped that he could send someone in his place and that later he and Sir Oliver
Franks and the Secretary could continue the work. He felt that if we could
terminate the present exchange of cables and get down to the text that we could
make progress.
