The attached paper has been prepared by the Division of
Historical Research (RE) as background information for the use of
Secretary Acheaon and the other members of the U.S. Delegation
to the forthcoming Arzus Council Heeting in Honolulu, August 4-6, 1952.
This paper is not being distributed outside the State Department
and, therefore, is not included in the regular HCF document seriea.
