985 CONFIDENTIAL August 13, 1952 257 The Secretary telephoned me this morning and said that he did not have time to talk to the President yesterday at the White House regarding the appointment of the U.S. Delegation to the General Assembly this autumn. He said that he did, however, talk to Donald Dawson because he believed it advisable to get Dawson's comments in advance rather than to have him enter the pieture later on. He said that Dawson reacted to the proposed appointment of Senator Monroney and pointed out that Monroney's appointment as chairman of the speakers' bureau for Mr. Steven- son's campaign would keep him completely tied up until after the election. If the appointment to the Delegation was one which he would have to work on from the outset prior to the election, Dawson did not see how he could possibly do the job. Also, Dawson said there might be some misunderstanding in the President's appoint- ing him to such a job when Mr. Stevenson had requested his services for his campaign. If Mr. Monroney could report for work with the Delegation after the election, that was another matter and it might well work out all right. The Secretary said that in the premises he did not want to go back to see the President and submit to him in its present form the memorandum prepared by UNA. He suggested that UNA be asked to redraft the memorandum taking the foregoing into account and that Under Secretary Bruce then submit the memorandum to the President.
