DECLASSIFIED E. O. 11652, Sec. 3(E) and S(D) or (E) Security Information Dept. of State letter, Aug. 9, 1973 Rg NLT. He NARS Dase 11-29-22 -2- Ao a conpoquence, the mood of the Dritish, Fronch and other Western Europoan delegations is bitter. These dolegations are deter- mined to fight against attacko on thoir solonial policies, but it is a retreating, holding operation in which their prospects for auccess are amall. It the Arab-Asian bloc pussos the 0A too hard, the reaction of $bn Western European and atates may be violent. In the case of South Africa, whose segregation policies are for the first tiso under direct attack, thero is danger that the Delegation may actually withdraw from activo participation in the Organisation. If this should initiate a general trond on the part of the French and other colonial powers, the result may be the nost serious internal threat the UN has yet had to face. For awhile, the Froncia has thoir baoko up over an affirmative vote by us that the Political Committee talo up the Tunis and Borocco itema innediately following the debato on Koroa. This vota was cast in a situation in which, according to our estimate, the outcone would have been the name however Mo votad. By ao voting, 100 wora able to piok up a littlo leverage with the trab-Asian croup which may enable un to soderate the dobato when the itana aro discussed. the have talied to the Fronch both hero and in Pario, and while their reaction is still acute, I think thoir initial wharp reaction 1a They are facad with Buch an unstable and inflaued political situation at homa that they are having a very difficult time hare, and are difficult for un to deal with as a consequence. However, thay have joined with us in sponaoring the resolution on Korea, thes indicating that we do not havo a serious divinion on our hands, at loant ao far. The Political Committes began its work on the item Thuraday. During the firot day of debate, wo had a majority against issuing an invitation to the torth Korcans but the voting indicated that cany of our Asian friends wore still inclined to sit on the fence. Therefore, in my oponing statement yesterday, I felt it necessary to lay it on the line protty heavily, to show who started this business, and to reind the nembers how earnostly wo have trind to restoro peace in Xorea, without any cooperation from the Commisto. Reactions afterward indi- cated that se picked up considarable support as a result of this approach. We have introduced a resolution which would vote confidence in the way the United States has conducted the nogotiations in Kores, and explicitly in our position on prisonera of war; the resolution would alno call on the Commista to agreo to to an on a basis consistent with the principle of aco-Forceable repatriation. Twanty other governmente have joined with us in sponsoring this resolution. This includes vig- tually all the governments with troops in Zorea. I believe we atand a good chance of presenting a good fira najority on Korea, which may have an effect on the Commanist expectations. By putting Security Information
