Participants: Mr. Camille Gutt
Mr. Acheson
Mr. Camille Gutt informed the Secretary regarding his
mission to Iran in general terms. He said that he had worked
hard to obtain the confidence of Prime Minister Mossadeq and
believed that this had been accomplished. He had told the Prime
Minister that Iran's financial and budgetary situation was
extremely critical and that he could not continue to run the
country without deriving income from its oil resources. Gutt
was of the impression that the Prime Minister had been misled
by the persons reporting to him regarding the financial situation
and the ability of the Government to carry on without oil
revenue. He had told Prime Minister Mossadeq as much.
Mr. Gutt said that he was extremely interested in
negotiations now going on between ourselves and the British and
which would soon involve a formal approach to the Iranians. He
said he hoped the Secretary would call him on Friday and let him
know the status of the matter. The Secretary said that he hoped
that we would have a favorable report by then but that in any case
he would telephone Mr. Guti at the Belgian Embassy.
