treaty draft to the other countries.
By the end of March
1951 Dulles and his staff had circulated a draft to the
28
FEC countries and other interested nations. This draft,
9 brief document (in terms of its recent historical counter-
part) of twenty-two articles, revealed no significant
changes in U.S. policy as compared to the November 1950
seven-point statement and to earlier drafts prepared
within the Department of State. Japan renounced all rights
and claims with regard to Korea, Formosa, the Pescadores,
its League of Nations mandates, Southern Sakhalin and the
Kurilo Islands; it did not renounce its formal sovereignty
over the Ryukyu and Bonin Islands but agreed to support
any U. S. proposal to place these islands under United
Nations trusteeship, with the United States as dminister-
ing authority, and in the interim granted the U. s. complete
control over them. The right of Japan to enter into
collective security arrangements was recognized by the
Allies, but no specific mention was made of a U. S. - Japan
security agreement. Each of the Allied powers wa3 granted

the right to revive such prewar bilateral treaties with
