Clearly
this was by no means a Pacific or Far Eastern security sys-
tem equivalent in strength, organization or comprehensiveness
to the North Atlantic Treaty Organization, and it was not
regarded a.3 such. The President referred to these as
"initial steps" in the direction of a more comprehensive
Pacific security system although it was indicated by Secre-
tary Acheson and Ambassador Dulles that no further steps
were presently contemplated. At the least, these first
moves seemed to guarantee Japan's adherence to the "free
world" while reassuring those Pacific nations who feared her
military resurgence.

Mr. Dulles returned to Washington at about the same
U.S.
time that a group of British technical experts from the
Foreign Office was arriving there to attempt to work out
with their American counterparts, operating under John
Allison's direction, a marriage of the American March 1951
draft with a British draft treaty that had been circulated
in early April. By May 3 a joint draft had been prepared
which, however, left certain important questions still to
be resolved at higher policy-making levels. Therefore,
Dulles and his deputy, Allison, left in early June for
talks with the British and the French. The major question
to be resolved was the disagreement with the British over
