On February 5 the thirteen-member For eign
Relations Committee unanimously approved the four treaties

and recommended them to the Senate for approval. The
treaties reached the floor of the Senate on March 14 and
were approved, after several days of debate, on March 20.
There were some efforts to write reservations into the
Peace Treaty, but these were defeated and the Treaty was

approved by a 66 to 10 vote. The one problem which might
have provided some obstacle to Senate approval had been
obviated by the release, on January 16, of a letter of
December 24, 1951, from Prime Minister Yoshida of Japan
to Mr. Dulles assuring the latter that the Japanese govern-
ment had no intention of signing any treaty with the govern-
ment of Communist China but would negotiate a treaty with
the Nationalist Chinese government on Formosa and pursue

close and friendly political and economic relations with it.
On April 15 President Truman S igned the four treaties.
On April 28, the United States formally deposited its
S. THUMPD
ratification of the Peace Treaty, which then came into
the US, =

actual effect. At the same time, the United States and
Japan exchanged ratifications of their bilateral security
pact, and on the following day, in Canberra, New Zealand,
Australia and the United States deposited their ratifications

of the tripartite security treaty.
Thus a sequence of events which had begun in matter of
fact with the appointment of Mr. Dulles to the State
