S. ARCHATIONAL = . THE NORTH ATLANTIC TREATY CONTINUOUS Principal Matter discussed with me by Lovett before I took office. Lovett had begun discussions in the summer of 1948 with Ambassadors of Belgium, Canada, France, Luxembourg, Netherlands and UK. The Ambassadors were respectively: Silvercruys, Wrong, Bonnet, LeGallais, Van Kleffans, Oliver Franks. Idea of the treaty grew out of events of 1947 and 1948, in which USSR made clear their willingness to resort to force where they deemed appropriate. Greece Turkey Overthrow of Czechoslovakia Constant possibility of a coup in Italy and/or France In January, 1948, Mr. Bevin made speech in Parliament advocating the Western Union Agreement, which was signed on March 17, 1948. European statesmen felt that recovery could not go much further without assurme that there would be security against external and internal force. These ideas were active both in US and in Europe. Vandenberg Resolution passed June 11, 1948. In same summer Brussels group established a permament committee of high-ranking military experts. In June US military representatives participated as observers. In September, 1948 Viscount Montgomery was put in command of ground forces and organizations were created for the air and sea forces of the Western Union Powers My first regular meeting with the President after taking office on Monday, January 24. On January 26, at Press Conference, I reviewed President's inaugural statements about North Atlantic Treaty, its defensive aspects, its relation to Vandenberg Resolution. The Press were agitating about admission of Italy and the Scandanavian countries.
