Dear Mr. Acheson:
Among the many matters of interest covered in your
Princeton Seminar of 1953-54, a number have a bearing on the
important question of the relations of a Department Head or
Assistant Head to the Chief Executive.
One of these matters which immediately comes to mind is
the system of communication and clearance which you established
while Secretary of State to make sure that the President was
fully informed when you were abroad at international conferences,
and to make sure that you and the President were in accord in
your public statements on matters of foreign policy. This con-
tribution to public administration is of such constitutional
significance (using the term broadly) that it would be extremely
useful if presented in full in a published case study. This case
study might center about the handling of conferences and clearance
with reference to one or more international conferences.
A second somewhat different case study could be built
around the handling of the issue which led to your withdrawal
from the Treasury Department early in the New Deal.
An instructor at Princeton, Paul Tillett, would be
quite competent to develop cases of this sort if you were willing
to have him do so. He has had experience in historical research
and he writes well. He is first-rate intellectually and is fully
responsible. Under separate cover I am sending you a copy of a
case study which he prepared covering the cancellation of air
mail contracts in 1934. I hope very much that you will be
agreeable to having some scholarly attention given to your
experience which bears on these important questions.
