We had some further talk. I remember one part
very clearly. I said that, although I seemed to
have some qualifications in that I had been in the
Department, I didn't feel adequate for a task so
great and so critical. At that point the Presi-
dent said, "Dean, I suppose there are 10,000 peo-
ple in the United States who are better qualified
to be President or Secretary of State than I am or
you are. The only difficulty is that we don't
know who they are. The fact of the matter is
that I have been elected President, and I am
President, and I want you to be Secretary of State.
I guess that's about where the matter rests."
I
agreed that it did rest there. He then suggested
that I go home and talk with my wife. This I did,

acy, which greatly pleased him and, I think, had a
good deal to do with the success of our relations

this appointment secret until shortly before his

reasons. One of them was out of his regard for
