DR. JESSUP:
No, I don't think it was part of the plan. When MacArthur came in, the Presi-
dent took him away to a separate house and they talked while all the rest of us
went to the place where the meeting was to be held. It was the President's
idea of the moment, so far as I can tell.
MR. ACHESON:
That's the sort of lethal things in which Chinfs of State get into. MacArthur
was practically a Chief of State at this time -- he was the Mikado of Japan
and
Korea.
Several
times
when
the
President
gots
together
with
Attlee
or
Churchill
or someone, a great tendency is to have these fellows go off by themselves;
this is just sheer murder and never ought to occur to a dog. It is a
terrible thing to have happen, because you have no idea of what is said, and

the President can tell you what he thinks was said; the other fellow is quite
as sure that something different was said, and there is no way of resolving

surprising that he had gotten involved in this situation.

MR. ACHESON: Well, we have here something that came out in the hearings, which Mr. Rosenau
has put in on page 8 of Synopsis c, which is worth just reading before we go
on to other troubled things.
MacArthur said -- I take it that this is at the public meeting, where people
made notes of this. "We are no longer fearful of their intervéntion --" that
