MR. ACHESON:
--the whole matter should be thought about very carefully, over the week end,
and the decision should be made by the President on Monday, since there was
no need for doing it before then. And I think that was agreed to.
At 4:30 that afternoon, General Marshall, Averell, General Bradley and I
met in my office for half an hour or so and discussed the matter furbher.
The next morning, April 7th, which was Saturday morning, at 8:50 we were
again summoned to the President's office in the White House - the same group -
and the matter was discussed further. The President then requested General
TECHAN
Marshall and General Bradley to get the Joint Chiefs of Staff together and
ARIZONS
get their views and be prepared to come back on Monday with the views of
Us
and
everybody for a final decision.
It's interesting to throw in here, to show with what degree of detached calm
one can put one's mind on these grave questions, that leaving the President's
office somewhere after 9:00 0' clock, probably 9:30 or a quarter to ten, I
drove in the car to the Pan American Union where I presided over the final
meeting of the meeting and consultation of the Foreign Ministers of the
a
American Republics for three hours and a half. I made the closing address,
and I of course had my mind completely on Latin American affairs, after (?)
this performance. Having gotten through that meeting, that evening there
was a dinner given by the Foreign Ministers of the American Republics at
the Statler, for the President, and that was followed by a gigantic reception
at the Pan American Union for my wife and me. So we had all the morning and

practically all the night of Saturday taken up with these affairs.
On Sunday, the 8th of April, at 11:00 the President sent for me to come to
Blair House and we then, he and [alone, discussed this matter for some time.
On Monday morning at 9:00 dclock, General Marshall, General Bradley, Averell
and I again met in the President's office. General Marshall reported that
Bradley had called the Joint Chiefs of Staff together and that their unanimous
