JESSUP: George, do youremember whether there was any parallel to the discussions on Germany when they were trying to hold up our moves in Bonn while we negotiated about the blockade? Was there anything equivalent in asking us to hold up on Japan while we negotiated on Korea? MR. KENNAN: No; there was nothing equivalent to that; and al l I can remember is that there was s omething, I believe, about the prisoners. There was something about the military situation, but I cannot remember what it was. I tried so hard not to have any recollection of it on account of the high security value that when I got it of f to Matthews I simply dropped the matter from my mind. MR. RUSK: George, I think there is one point there that would be particularly inter- esting, if you could possibly remember it--we may have to wait for the record--and that is whether there was discussion of the 38th parallel at that time. I mention that because a good deal of light might be thrown on the later course of the truce talks, if it could be established whether or not the Russians assumed at that time that any truce would be ROUNAN on the basis of the 38th parallel. May I just finish the question? We the % had not systematically formulated our view that the existing military U.S. any line must be the basis for any such armistice, because the talks that we had had between the State Department and the Chairman of the Joint Chiefs of Staff at the time of your talks had not gone into that kind of detail. And, a.s I recall it, there was nothing in the conversations which would lead the Russians to believe that we were talking about any- thing other than this trick 38th parallel as such. Now, that leads me to go back to pick up another point that arose at the time of the adop- tion of the 38th parallel. The 38th parallel was actually developed as a military line, as these notes on the point have brought out, but what was not known at the time that the State-War-Navy Coordinating Committee finally agreed to offering the 38th parallel to the Russians at the time
