    "ocrText": "5/15/54: Reel 4, Track 1, Page 2\nanybody it wanted to pick out for any of its properties, including the\nAbadan refinery. They were responsible for running it, and they could\nhire anybody in the world they wanted to help them. Then we had some very\ncomplicated proceedings, which were directed toward the preventing of the\nlesser\nIranian government from selling oil to other people at a/kaxx price than\nthe AIOC had contracted to buy. And this was was intended to put a very\nkind of\nsevere penalty on any/nonsense of that sort, and I don't recall what the\nprovisions were but I emember that they were pretty good. The general\nTRUMAND\ndeparted\nidea of the operation was that if on a quantity basis, Iran-\n= Ks ARCHIVES \"NATIONAL RECORDS ADMIN. &\nthe Anglo-Iranian buying thirty million tons, if that was he amount,\nCONERANCE\nthey had thirty million tons at a certain price. Well, anybody else had\nto have a price which was very much higher than that, because they couldn't\nbuy thirty million tons; they would have to buy less. Therefore if they\nwere charged a price which was less on a sliding scale, this whole business\nwent down, so that Iran was penalized in very greatly by doing anything of\nthat sort. Now this you can see produced a problem for the Anglo-Iranian.\nThey had undertaken to buy a lot of oil, which they might not be able to\nsell. And therefore they had to have some way of deal ing with that. And\nthis brought in another point and that involved getting\nthe big five American companies to agree to take, if the Anglo-Iranian\nshould put to them in any one year up to so many million tons of oil.\nTherefore, if the AIOC had E trouble in disposing of its oil, all it had to\ndo was to call on the big five to take it, and they had to take it. The\npurpose of all this was to adjust the reentry of Iranian oil so that is its\nimpact on the various producing countries and producing and distributing\ncompanies could be pretty equally distributed. Nobody would be in any worse\nshape than anybody else. And then there was a fourth provision which set up\nof compensation\narrangements for the arbitration ofmx the total amount/against which\n0001658"
