me Gathinght Senate amendments to McCarran bill: Approved: 31 committee amendments 25 Humphrey-Lehman amendments Total: 56 - 1 which was proposed twice and approved twice. 29 of the committee amendments were technical in nature. 2 of the committee amendments were substantive in nature. Their purpose was to bring the McCarran bill into line with the wet- back legislation passed earlier this session. 1 of the Humphrey-Lehman amendments duplicates a technical amend- ment sponsored by the committee. 8 additional of the H-6 amendments are technical in nature. 10 of the H-L amendments effect strictly minor improvements. 6 effect fairly significant changes. Significant changes are as follows: (1) Literacy requirements made inapplicable to relatives of citizens and alien residents and to religious persecutess. (2) President's authority to exclude any and all aliens at his discretion limited to time of war or emergency. (3) Attorney General's authority to deport aliens as public charges limited to those who heretofore within five years after entry have become public charges from causes not affirmatively shown to have arisen after entry. (4) Drops provision allowing Attorney General to deport any alien convicted of any criminal offense if the Attorney General considers him undesirable. (5) Grants hearing to aliens accused of having been previously deported and of having reentered the country illegally. (6) Adds five new provisions establishing as grounds for de- portation conviction of violating certain enumerated laws such as laws prohibiting the carrying of sawed-off shotguns, certain provisions of the Alien Registration Act, and a long list of World War I statutes.
