Remarks by Secretary Acheson
April 9, 1952
Audience: National Conference on International Economic and
Social Development - Shoreham Hotel.
Conference will include several hundred representatives
of public organizations interested in Point Four.
Secretary will be introduced by John A. Hannah, President
of Michigan State College, and Chairman of Conference.
These informal remarks will precede a panel discussion
on TCA program in action. Participants will be

Introductory greetings
We in the State Department, who are charged with
responsibility for administering the TCA Point Four
Program, attach a great deal of importance to your
interest and support.
Private citizen organizations have an important part
to play in this Program. Private organizations have
been carrying on this kind of technical cooperation
for many years, and many organizations are working
closely with us in doing parts of this Program that
they are better able to do than we are. We have more
than 60 (check) contracts with private organizations
to carry out aspects of the Point Four Program. This
includes, for example, land grant colleges that are
carrying out agricultural training programs in Panama,
Mexico, and other places; and American universities
abroad that are doing an excellent job on regional
training programs, like the American University in
Beirut and Athens College.
