Feinsinger, Chairman Wage Stabilization Board RE: Steel Negotiations in New York On Friday morning, April 4 you asked me to go to New York to assist the parties in settling their dispute. Following are the main developments between my arrival in New York at 1:15 PM on Friday and 11:50 PM Tuesday, April 8 when I left by train for Washington, D. C. Summary of Board Recommendations 1. Length of contract: 18 months - January 1, 1952 - July 1, 1953 2. Wage rates; An increase of 12¹ cents per hour effective January 1, 1952; an additional cents effective July 1, 1952; a further 2¹ cents effective January 1, 1953. No wage reopening for the entire period of 18 months. Aver- age increase for the year 1952 -- 13 3/4 cents. Average increase for the entire 18 months period -- 15 cents. 3. Fringe adjustments: Vacations: 3 weeks vacation after 15 instead of 25 years of service Holidays: For the 6 paid holidays named in the contract, straight time when not worked; double time instead of time and a half when worked Shift Differentials: 6 cents instead of 4 cents for the second shift; 9 cents instead of 6 cents for the third shift
