STATEMENT LITERACY EDUCATION A "MUST" A literate citizenry is a primary requisite in a democratic society. In spite of this, in 1940 there were still many millions of our adult citizens who were functionally illiterate (had not advanced beyond the fourth grade). It is in the interest of our national welfare, therefore, for educational leaders to join with others in providing the teachers, in- structional materials, and organizational and administrative arrangements required for adequately attacking the problem of illiteracy. *By Earl James McGrath, U.
