II SETS GOALS FOR PROVIDING
BASTO yor ALL CHILDRIN II SOUTH
The Inter-American Semimar on Mementary Mucation, spensored
jointly by the Organisation of American States, and the Govern-
ment of Uruguay, was held in Nentevidee, September 25 to October 27.
1950. All 21 of the jecrican Repablics were invited to send delegates.
There were also observers from Ragland, Trance, Italy, Switserland, and
Syria.
In additien to myself, the Umited States delegation included: Dr.
Francisce Gellase, assistent commissioner of education, San Junn, Fuerto
Rico; Miss Sallie B. Marks, educationist, Nincation Division, Instituto
of Inter-Imerican Affairs, Washingten, D. C. Jand Dr. I. Arneld Ferry.
professor of education, University of North Garelina, at Chagel Hill.
During the absence of the chairman in the early sessions of the seminar,
Dr. Collaso served as acting chairman. The seminar was under the general
direction of Dr. Guillermo Hannetti, directer of education, the Organise-
tion of American States.
The chief problem confronting the delegates was that of setting
up pelicies and suggesting procedures to follow in overceming the in-
adequacies and veaknesses of education found in at least some pertions
of the countries represented. Reports from delegates indicated that
there are millions of children in the Western Hemisphere with no
schools at all, millions of others with schoole so yeor as to be of
doubtful worth. The problem of previding enough education and of rais-
ing the standard of educational opportunity to a respectable level
