community--we strengthen the cause of democracy in its struggle
against tyranny. If the Midcentury White House Conference on
Children and Youth can make the American people fully conscious
of the "three R's of democratic citizenship" --Rights, Respect,
and Responsibilities--it will have contributed measurably to the
national welfare at a time when the United States must lead the
Free World through critical years of peril and tension.
