"Orthopedists report that complaints of ill-fitting shoes
show that the trouble is caused not so much by narrow lasts as by
the fact that the shoes issued are in many cases not sufficiently
long.
It is believed that if greater care is exercised in fitting
shoes of sufficient length that requisitions for lasts E and EE ean
be materially reduced. This is highly important for the reason
that requisitions submitted in December and January for shoes of
exceptionally wide lasts are greatly in excess of the tariff, and
the available supply of shoes in E and EE lasts is rapidly becoming
exhausted.
2. Please issue instructions to all organizations of your
command that greater care should be taken in fitting same with shoes
SO that whenever possible other lasts will be uséd.
3. In this connection the attention of all concerned is
directed to Special Regula tions No. 28, 1917.
