VI. NETWORK OF TECHNICAL ASSISTANCE SUPPORT SERVICES A. Summary: Modes of Technology Transfer 118. The U.S. industry sector survey reports conducted from 1948 through 1950 in the United Kingdom, France, Germany, Austria, Belgium, Netherlands, Denmark and Norway revealed that productivity restructuring essential to improvement would require hundreds of changes in plant equipment and organization, in management and supervisory training, product design, marketing, accounting, productivity statistics, and other elements of production. 33 In consultation with industry and government counterparts in the countries surveyed, a comprehensive network of back-up Technical Assistance services was established to meet anticipated nation-wide needs following the return of the Productivity Teams. The TA services were designed to support productivity restructuring programs undertaken by sectors, enterprises, distribution channels, marketing organizations, and training and educational institutions. 34 119. The network of TA support included some conventional services such as U.S. engineers and managerial personnel supplied ³³BLS, "Productivity and Technological Development Branch Reports" of August 2, 1948 and December 31, 1948, and ECA, OSR, and BLS, unpublished reports and memoranda of 1949 and 1950. ³⁴ECA unpublished reports and memoranda of 1949 and May 1, 1950. 75
