The programs were administered by Productivity Centers or Councils,
often set up as private non-profit organizations, largely
governmentally financed. The Centers had comparatively small
staffs for their large missions, averaging less than 50 persons and
ranging from as little as six to as many as 300. Germany had a
staff of 180, the U.K. several hundred full and volunteer persons;
France and Japan over 200.
The Centers were sometimes divided in two or more parallel
organizations carrying out different functions.²

The nations with small Center staffs could be effective,
as in Italy and in the Netherlands, through extensive outreach
organizations of Sector and Regional Productivity Centers with few
employees but frequently supported with seconded industry, labor,
and Institute personnel. The Productivity sector and regional
organization format extended the reach of the National Productivity
Drives throughout the nation. The Productivity program outreach
was also attained by extensive inter-plant visits by Productivity
Team members who had returned, by persons completing training
courses, by recipient institutions benefiting from research grants,
and by conferences with members of plants undertaking extensive
productivity restructuring. The Centers also conducted widespread
programs of seminars, conferences, inter-plant technical exchanges,
and demonstration facilities. In this manner many persons directly
