Allocation of Ten Million Dollars to
Writed UNKRA by MSA Nationality
With a great deal of difficulty we have finally succeeded, with MSA
concurrence, in having the Budget Bureau apportion $10,000,000 from the
UNKRA appropriation for current spending by UNKRA. Now we are having
even more difficulty in getting MSA to allocate the $10,000,000 so that
it can be turned over to UNKRA.
By today a new memorandum from the Department of State will be
in the hands of Mr. Murphy of MSA urging that MSA allocate the money at
once. I understand that Jack Ohly has been reluctant to make this
allocation, largely on the grounds that there is no immediate and specific
schedule of projects to be undertaken and that the agreement between
UNKRA and the Unified Command has not been formally concluded.
There are a number of reasons why the money should be allocated
immediately:
1. In spite of all our efforts to get UNKRA to do
something tangible in Korea, the United States
has contributed no funds. This fact is a source
of considerable embarrasement to the United
States, of great annoyance to the Canadians who
have made a contribution of $7,000,000, and of
difficulty in our efforts to persuade other
nations to make or increase contributions.
2. While there is no specific program of expenditures,
UNKRA and the UN Command have tentatively worked
out a number of projects, and Colonel Gosorn of
G-4 says that he has no doubt that UNKRA can
promptly and profitably spend this money in Korea.
