To the fullest extent possible, Dept of Army policy specifies I immed and forceful implementation of joint UNKRA and CINCUNC civ relief and rehab programs. Existing circumstances in the Repub of Korea and among UN member nations--econ, polit, social, fin-- emphasize the urgency required in such implementation. B. with respect to both auth and intent, DA policy in this vital area is clearly set forth in ref 1-E. (There is the Memo of Under- standing between UNC and UNKRA) An auth interpretation of DA policy, fully concurred in by CINCUNC, is to be found in ref 1-C. (There is the Marquat report with which the Dept is familiar). C. In light of the above, it is directed that UN.C reps on the joint UNC-UNKRA Comite in Korea be instructed to initiate promptly the preparation of a comprehensive plan for utilizing UNKRA relief and rehab resources to the maximum possible extent in combination with similar UNC resources. This plan, when ready, will be sub- mitted without delay to the joint UNC-UNKRA Comite in Tokyo for review and appropriate comite action. D. In the preparation of the plan called for in para C, you are further directed to: A. Take the fullest possible advantage of the availability of UNKRA funds for use in programs and projects containing permanent or long-range construction or other characteristics which render them unsuitable for accomplishment with mil or CRIK appropriated funds. B. Accept and adopt UNKRA major programs for relief and rehab, to the fullest extent consistent with the mil sitn, and integrate such programs in your basic planning. C.
