The Embassy transmits enclosed the text of a statement by John
Myun CHANG, as released by the Republic of Korea Office of Public Infor-
mation on April 3, 1951, on war objectives.
The statement is of the same tenor as those of the President of
the Republic reported in the telegrams referred to above; the main points
are:
1. gratitude for help;
2. necessity to cease efforts which interfere with military efforts;
3. the sole objective of the war is the establishment of a united,
independent and democratic Korea;
4. the Korean people cannot accept any decision dividing the country;
5. when the objective has been reached and Koreans adequately armed,
they will themselves defend their country;
6. Korea cannot exist as a nation half-communist and half-free, and
advocacy of re-establishment of a communist regime is a threat to
world peace and contrary to the objectives of the United Nations.
