PRIORITY.
Re Committee on Additional Measures against China.
We have achieved agreement with British and French delega-
tions today re procedures for tomorrow morning's meeting
of Committee on Additional Measures to Meet Aggression in
Korea.
Coulson and Laskey called on Gross and Ross this afternoon
and we had long discussion with them re various aspects
work of this committee. As result of discussion Coulson
said views we had expressed (in accordance Department's
instructions and consultation with Department officers in
New York this week) would be very helpful to his government
in understanding our whole approach this matter.
With regard to procedure of bureau of committee developing
plan of work we made clear that we did not envisage concept
of plan of work as involving controversial substantive issues
or details or specifics of possible additional measures. In
light our comments we believe Coulson and Taskey fully under-
stood there is no ground for fearing we would be urging such
treatment in developing plan of work.
With regard to timing of this first phase of committee's
work British, while indicating desire move slowly as possi-
ble, agreed that momentum of committee should be maintained.
We all agreed it would be undesirable to establish any spe-
cific deadline for report of plan of work by bureau. Timing
in this case would be left to chairman who presumably would
call meeting of committee when we and British felt timing
was optimum. British would probably be very reluctant to
agree to second meeting within less than ten days or so; on
contrary they would probably wish longer delay.
We indicated in broad terms general approach we had in mind
as objective of committee's work, leaving details for con-
sideration by other channels. British appeared consideratly
relieved that we did not contemplate getting committee in-
volved in details concerning specific commodities and like.
