AMC subcomite met informally this morning at French office

with all members of AMC invited. Brazil, Egypt, Mex,
CIA
Philippines and Turkey were absent.

I presented revised res as in MYTEL 1511, May 9, Group
agreed ad referendum on following amendments.
Nisot (Belgium) suggested in para C 'of operative section
"volume of trade as considered in relation to the goods
sub jected to control. He argued present language implied
any expansion in volume of trade, even in non-strategic
items, was to be prevented. I said amendment seemed unduly
restrictive and said we had attempted only to illustrate
various means of circumvention without giving exhaustive
description of possible methods. Jebb (UK) picked up this
point and said he would prefer to leave out examples since
states could not then think of other possible means of cir-
cumvention and claim these had not been prohibited. He
suggested "prevent by all means." Lacoste (France) preferred
Jebb's language and said AMC, in process of reviewing action
taken under res, could detect and report on evasions or
abuses. I agreed to change with proviso that examples of
means of circumvention would be mentioned in AMC report.
Para finally agreed as follows:
"Prevent within its jurisdiction and by all means the
circumvention of controls on shipments applied by other
states pursuant to this res."
On para E Lacoste thought "at frequent intervals" too
flexible and would allow some states to decide to report
only ever six months. suggested "report to the AMC,
within theirty days and thereafter at the request of the AMC,
on the measures taken in accordance with this res." This
was agreed.
