Gieben's personal reaction was responsive to Dept's suggestions.

He felt definitive denial cld be made after investigation re

experimentation on war prisoners, but real investigation other
charges affective NK obviously more difficult. Nevertheless,
he expects comite will consult eighth army, ICRC and perhaps
interview POW's.
It occurs to me UN might find it opportune to suggest that ICRC,
as impartial orgn, shld be given right after NK inter alia,
to investigate wld set record straight more effectively than
UNC or US denial or UNCURK statement since latter will have
weakness that it not based on investigation NK. territory.
