The Counselor of the Indian Embassy, Mr. Bahadur Singh, called at five
o'clock this afternoon to present India's reply to the approach which the
Department made on June 13. Mr. Bahadur Singh handed Mr. Kennedy a statement
containing the views of the Government of India toward Senator Russell's
suggestion. This statement is attached.
