DCR Re post Korean armistice action by UN. In course of conversation with Jebb and Lacoste this afternoon on another subject being separately reported, Jebb raised question post Korean armistice action by UN. Said he had reported to FONOFF his strong view (USUN's 59, July 10) that report on armistice should be made to SC. Said reply from FONOFF supported his view and UK Embassy Washington had been instructed take matter up with Dept which it had done (apparently with Rusk) Jebb said FO NOFF believed report on armistice should be made through SC for "ratification" and that this purpose could be achieved by an "anodyne" res which would be very difficult for Russians to veto and which they might even find it possible to support. Jebb then gave us following text of res he had drafted and sent back to London but on which he had not yet received comment: "The SC "Having received the report from the UC of such and such a date, notes with approval the conclusion of an armistice in Korea and expresses its profound satisfaction that hostilities have been brought to an end on terms acceptable to the UN, requests the GA to consider the measures which should now be taken to bring about a final settlement in Korea in accordance with the principles and objectives of the UN. 11 Gross gave our callers Dept's thinking on this question as set forth in DEPTEL 30, June 14. Jebb indicated preference for alternative along lines of (c), although he would probably have doubt concerning substance of type of res Dept has in mind. Lacoste indicated he had recommended strongly to FONOFF his view that report should be made to SC and had received reply indicating French FONOFF already held this view.
