Recent reports indicate CHI COMMIE regime has acquired several XR World War II allied naval craft, since converted to commercial use, through 993.5621 purchase from private individuals. Also known COMMIES have purchased or chartered, or are attempting purchase or charter such converted naval vessels even' though will require considerable expense place them in serviceable condition. In view Far Eastern MIL situation, DEPT considers it most important thank CHI COMMIES be denied vessels such as former PT boats, patrol craft, destroyer escorts or corvettes, gunboats, and various types landing craft, whatever their present condition, which could be re- CLD converted or adapted for employment as part of CHI naval forces. 2. DEPT assumes - vessels of foregoing types, if not converted to other uses, are subject embargo to SOVELOC, including CHI, by all PCs DC/R Anal 57 either pursuant to their controls over implements of war (COCOM DOC 28, Rev Annex A, Group B, PARA 2 refers to vessels of war of all categories, and Oat td special landing craft) or pursuant IL I-92.
