On January 5, 1952, President Truman expressed his concern to Mr. Churchill over the amount of British shipping engaged in trade with Communist China. The President was speaking from material furnished him by Admiral Fechteler, Chief of Naval Operations. The fresident directed Mr. Acheson to prepare a written memorandum on the subject for presentation to Mr. Eden. The Secretary transmitted Admiral Fechteler's memo to Mr. Edwn on January 8. This memo has now become known as a State Department memo. I feel that this whole matter is likely to be the cause of considerable embarrasment to the State Department and to Mr. Acheson. In order to keep the record straight (and any other action you think appropriate) I am attaching to this memorandum the following pertinent material: Tab I - Memorandum by Mr. Harrison Lewis pertaining to statistical inaccuracy.
