Please inform USDEL promptly, if possible in time for ARMY COCOM meeting Thursday morning, on following two points: AIR NAVY (A) US views on items or categories for which attendance of technical experts would be desirable or necessary in List II talks; (B) Any US preference as to order in which items or cate - gories taken up, other than as indicated REFTEL re ships and bearings. 2. In view large number of items for which change in "rating" will be proposed, and since such proposal will doubtless strike other PC 's as a new large-scale US effort to up-grade twenty items to List I, including the four "disagreed" items and several other on which there is long history of objections, USDEL believes it highly important to be able make some general statement indi- cating approximate extent to which "rating" changes may involve up-grading whole items or only parts of items (e.g., in connec- tion definition changes) and whether down-grading or removal from lists may be involved in any cases. Appreciate having such statement, if possible, for use COCOM meeting Friday morning. 3. We observe that in no (rpt no) case does US propose "change in type of List II control, i.e. from 3D to 3A or vice versa 11 (see Doc 917) please confirm whether this was intended. We assume this notation should have been included, instead of "change in quota", at least in the case of items 2016, 2375, 2635 and 2820/21. 4. Three telecommunications items have not (rpt not) yet been discussed in COCOM for disposition on List II, and five jamming equipment items are all temporarily agreed 3(D) con- trol pending outcome current quota discussions.
