"Having taken cognizance of recent political events within the
Republic of Korea, the United Nations Commission for the unifi-
cation and rehabilitation of Korea wishes to make the fol state-
ment:
"The commission is the principal representative of the United
Nations in Korea. One of its purposes is to cooperate as closely
as possible with the Govt of the Republic of Korea in order to
insure and maintain conditions of political stability within the
country.
"The severeignty of the ROK is fully acknowledged by the UN.
However the UN cannot but take a very active interest in the
polit development of the country, in view of the fact that the
free people of the world have made, and continue to make, enor-
mous sacrifices in men and resources in order to ensure the inde-
pendence, freedom, and welfare of the people of Korea.
"The observance of the democratic guarantees and form of govt
given to the people of Korea in the constitution of the Republic
remain therefore a matter of continuous concern to the UN. The
Govt of the ROK itself has repeatedly recognized that the main-
tenance of a truly independent, democratic, and prosperous state
in Korea is, under the prevailing circumstances, a task of such
magnitude that internatl cooperation was welcomed by the Republic.
It goes without saying that the commission representing the United
Nations in Korea, does not take sides in any internal polit
conflict nor does it want to impair the recognized freedom of
the govt to act within constitutional limits. But if, in the
performance of its duties, both to the Govt of the ROK and to
the UN, the commission becomes aware of any manner of violation
of the constitution and fundamental laws of the country, it is
