What action should be taken in the General Assembly, and after, to
settle the Korean problem.
PROBABLE POSITION OF THE UNITED KINGDOM:
1. In the event that no armistice is achieved:
The United Kingdom believes that the General Assembly should
adopt an exhortatory resolution urging the Commists to agree to an
amistice on the basis of the position taken at Panmunjom by the UNC.
They do not favor any resolution which would condemn or otherwise
criticize the Communits, and they believe that if the exhortatory
resolution produces no results there should be no further action in
the General Assembly. They are particularly opposed to seeking at
the General Assembly additional political and economic sanctions.
The United Kingdom also opposes any increase in the scale of hostilities
and believes that we should continue the status quo indefinitely, i.e.,
seek to negotiate an armistice while keeping the fighting to a minimum
in Korea.
2. In the event of an annistices
The United Kingdom is prepared to agree to a political conference
with the Communists limited to the Korean question, with a broader conference
dealing with other Far Eastern questions thereafter.
POSITION TO BE PRESENTED
1. In the Kunt there is no armistice
The United States favors efforts to persuade the Communists to
agree to an existice on the basis of the UNC position at Panmunjom. In
the working paper which we distributed, however, we took the position that
1f these efforts fail, the General Assembly should again consider the
Korean question and should recommend the imposition of a total enbargo
and the severance of diplomatic relations with the Communists. The
United States also believes that there should be an increase in the
contributions by other members. The United States does not at this time
propose that there should be an increase in the scale of fighting, but
