MEMORANDUM FOR THE PRESIDENT
I take pleasure in responding to your request for my sug-
gestions as to material which might be included in your forthcoming
message to the Congress.
I am now preparing a brief to you covering the principal
legal considerations involved in the termination of war-time legis-
lation. Attached to it will be a compilation of the statutes relat-
ing to the war-time and emergency powers of the executive branch.
This compilation will be in two parts: (1) Statutes grouped accord-
ing to the agencies which exercise the powers conferred, and (2)
statutes arranged according to the time and method of their termination.
This will be a ready reference for your use in considering
the problems of policy involved in terminating, or perhaps extending
or amending, individual war-time statutes, and the connected activities
of war-time agencies. It will be delivered to you not later than
Monday, August 20. It may be that you will wish to attach a copy to
your forthcoming message, if you deem it would be of benefit to
Congress.
I should also like to suggest that your message contain the
