CABINET MEETING, DECEMBER 19, 1947
THE PRESIDENT
Asked Marshall to give outline of conference in London - just
returned.
MARSHALL
Soviets want a form of govt in Germany to which they can dictate.
U. S. and France opposed. Soviets are taking reparations out of Germany
out of current production in Soviet Zone. They are putting nothing
into
Soviet Zone. They account for nothing. We can only estimate the amount.
Molotov devoted most of his time to propaganda speeches. They were filled
with lies, and accusations, of what the U. S. was getting out of Germany.
Marshall told Molotov that his conduct at meeting was not designed to
develop respect for theSoviet Gvt.
Clay is going ahead on a reformed currency. Is to initiate free
movement between Germany and France and between our zone and that of
Britain. This will include trade
and commodities without
tariff restrictions.
HARRIMAN
Reported on status of legislation to curb inflation.
ANDERSON
Someone must be designated to screen requirements for grain ex-
ports. State Dept is submitting statements to Congress about export re-
quirements.
THE PRESIDENT
Approved. Told Steelman to get war, Agric and State together
and get it done.
